Define the common areas and individual lots. Establish use restrictions (architectural standards, parking, pets, noise). Create the assessment structure (regular and special assessments). Address enforcement mechanisms including fines and lien rights. Specify voting requirements for amendments. Record the CC&Rs with the county to bind all current and future owners.
