Federal Rulemaking: APA Notice-and-Comment

A federal agency has identified a problem that requires regulatory action. The agency could be responding to a new statute, a court order, a petition from the public, or its own initiative. The agency must decide whether to proceed with informal (notice-and-comment) rulemaking under APA Section 553.
