Children's products must comply with all applicable children's product safety rules and must be tested by a CPSC-accepted laboratory. Each manufacturer or importer must issue a Children's Product Certificate certifying that the product complies with all applicable safety rules based on test results.
Products for children under 3 years old must not contain small parts that could pose a choking hazard. Total lead content in children's products is limited to 100 parts per million. Phthalates in concentrations exceeding 0.1 percent are prohibited in children's toys and childcare articles.
