The U.S. Fish and Wildlife Service lists species as endangered or threatened based on five factors: habitat destruction, overutilization, disease, inadequacy of existing regulatory mechanisms, and other natural or manmade factors. Listed species receive protections including prohibitions on take, which includes harming, harassing, pursuing, or killing.

Federal agencies must consult with the Service to ensure their actions do not jeopardize listed species or destroy critical habitat. Permits may be issued for incidental take when non-federal activities include conservation measures. Recovery plans guide efforts to restore species populations.
