The Export Administration Regulations control the export and reexport of items with commercial and military applications. Items subject to the EAR are listed on the Commerce Control List (CCL) and classified using Export Control Classification Numbers (ECCNs). Exports to certain countries or end users require licenses.

End-use and end-user screening is required before exporting. Denied parties lists must be checked. Violations can result in criminal penalties of up to $1 million and 20 years imprisonment, or civil penalties. The Entity List identifies foreign persons and organizations to which exports require a license.
