The International Traffic in Arms Regulations control the export and temporary import of defense articles, defense services, and related technical data. Items controlled under ITAR are listed on the United States Munitions List (USML). Any person who engages in the business of manufacturing, exporting, or brokering defense articles must register with the Directorate of Defense Trade Controls.

Exporters must obtain licenses before transferring defense articles or providing defense services to foreign persons. ITAR applies to U.S. persons worldwide and restricts foreign national access to controlled technical data. Violations can result in criminal penalties of up to $1 million and 20 years imprisonment.
