Facilities that emit 25,000 metric tons or more of carbon dioxide equivalent per year must report their greenhouse gas emissions annually to EPA. The rule covers direct emissions from large stationary sources, fossil fuel suppliers, industrial gas suppliers, and CO2 injection sites.

Reporting entities must follow specified methodologies for calculating emissions and submit verified data through EPA's electronic greenhouse gas reporting tool.
