The National Contingency Plan (NCP) establishes the organizational structure and procedures for preparing for and responding to discharges of oil and releases of hazardous substances, pollutants, and contaminants. It outlines the process for identifying, investigating, and cleaning up the nation's worst hazardous waste sites under the Superfund program.
The NCP also establishes the National Priorities List (NPL) and sets procedures for long-term remedial action at sites contaminated with hazardous substances.
