The National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Facilities must obtain a permit before discharging any pollutant from a point source.

Permits contain industry-specific, technology-based limits and may include water quality-based limits where technology-based limits are insufficient to protect the receiving water body.
