Any person who plans to manufacture or import a new chemical substance for a non-exempt commercial purpose must submit a premanufacture notice (PMN) to EPA at least 90 days before commencing manufacture or import. EPA reviews PMNs and may impose restrictions or prohibit manufacture if the chemical presents an unreasonable risk to health or the environment.
