No retailer may sell cigarettes or smokeless tobacco to any person younger than 18 years of age. Retailers must verify the age of purchasers who appear to be 26 years or younger by means of photographic identification containing the bearer's date of birth.

The sale of cigarettes or smokeless tobacco in vending machines is prohibited except in facilities where the retailer ensures no person younger than 18 is present or permitted to enter. No manufacturer, distributor, or retailer may distribute free samples of cigarettes.
