All point sources of pollution must achieve effluent limitations based on best practicable technology by 1977.
Point sources must meet best available technology economically achievable (BAT) standards for toxic pollutants by 1984, with a new category of 'conventional pollutants' subject to best conventional technology (BCT) standards.
Water Quality Act of 1987 added nonpoint source pollution management and stormwater discharge regulations.
The Act primarily regulates point source discharges through the NPDES permit program.
States must develop nonpoint source management programs and assessment reports. Industrial and municipal stormwater discharges are added to the NPDES permit program, and the Construction Grants Program is replaced with the State Revolving Fund.
